PROBLEM TO BE SOLVED: To provide satellite communication services wherein disturbance due to jamming can be avoided without switching a communication frequency on the side of a receiving terminal which is affected by the jamming and communicates with a communication satellite. SOLUTION: If a jamming signal corresponding to one of a plurality of frequency channels is mixed with an up-link signal sent from a ground station to the communication satellite over the plurality of frequency channels, the frequency channel where the jamming signal is mixed is switched to another frequency channel and the uplink signal is transmitted, the switched frequency channel is frequency-converted to a downlink signal corresponding to the frequency channel where the jamming signal is mixed, and the frequency-converted signal is downlinked from the communication satellite to the user receiving terminal.
