PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having low fog, high sensitivity, and excellent storage stability, and an image forming method. SOLUTION: The heat developable photosensitive material has, on a surface of a support, an image forming layer containing a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder, wherein the heat developable photosensitive material contains a compound having a thermal decomposition rate of≤10% represented by formula (I) as the reducing agent and a development accelerator. The image forming method uses the heat developable photosensitive material. In the formula, R<SB>1</SB>-R<SB>4</SB>each independently represent H or a substituent; and R<SB>5</SB>and R<SB>6</SB>each independently represent alkyl, aryl, a heterocyclic, acyl or sulfonyl group.
