PROBLEM TO BE SOLVED: To reduce redundancy in error correction codes. SOLUTION: When recording, the ECC encoder 41 adds error correction codes to every ECC block of predetermined units. The data divider 43 divides the data added with error correction codes into ECC blocks according to the recording layers of an optical disk 13, then shuffles the divided data and record the shuffled data by distributing to the layers of the optical disk 13. When reproducing, the data mixing section 44 restores the data distributed and recorded on the layers of the optical disk 13 to the state before distributing in every ECC block. Thus, the ECC decoder 42 can reduce the redundancy in the error correction codes by making error correction based on the error correction codes contained in the restored data.
