PROBLEM TO BE SOLVED: To contribute to the security assurance of a communication between interconnected networks, without impairing confidentiality. SOLUTION: The frangible degree index or degree of hazard index is computed about each computer connected to own network A, these indexes are transmitted to inform these indexes to other networks B, and the index of the frangible degree or the index of the degree of hazard regarding other networks B is received by a security management device 1. As a result, since indexes are exchanged mutually between the networks A and B, the safety of other networks can be confirmed by referring to these indexes, in the respective networks A and B. Accordingly, in each networks A and B, it becomes possible to take the measure of restricting the connection to the network having low security.
