PROBLEM TO BE SOLVED: To provide a wavelength converting element which is low in cost and high in conversion efficiency, and to provide its manufacturing method. SOLUTION: The wavelength converting element 1 has a wavelength conversion part 2 which converts exciting light L1 made incident from an exciting light source 5 into wavelength-converted light L2 of specified wavelength, a reflection part 3 which is provided on an incidence surface side of the wavelength conversion part 2 for the exciting light L1 to transmit the exciting light L1 and reflect the wavelength-converted light L2, and a reflection reduction part 4 which is provided on a projection surface side of the wavelength conversion part 2 for the wavelength-converted light L2 to reduce reflection of the exciting light L1 and wavelength-converted light L2, and intervals (d) of unevenness of the reflection reduction part 4 is less than the wavelength of the wavelength-converted light L2.
