PROBLEM TO BE SOLVED: To provide a method of manufacturing a cement hardened body having both water permeability and water retentivity which can improve water retentivity by incorporating a water retentive agent in a large amount and can effectively suppress a rise of the temperature of the ground. SOLUTION: The method comprises a dipping step A of dipping a cement member 2 having water permeability into a water retentive agent solution 3L that contains a water-absorbent polymer 3 dissolved therein, before the cement 22 that constitutes the cement member 2 is led to the initiation of its setting.
