<P>PROBLEM TO BE SOLVED: To obtain fine particles which do not have non-continuous change of a refraction index by unevenly distributing a silica compound to the outer shell of the particle by using a production method with lessened processes; to obtain a hard coat agent which exhibits an excellent adhesion to a base resin when imparting optical properties to prevent glare, reflection, Newton ring generation, etc., and has excellent optical properties such as glare prevention, visibility together with excellent mechanical properties such as pencil hardness and scratch resistance; and to obtain a hard coat film. <P>SOLUTION: The hard coat agent contains the fine particles produced by suspension polymerization of the silica compound having a polymerizable unsaturated group through a urethane bond, with a monomer having a polymerizable unsaturated group, and a radically polymerizable thermosetting resin.
