<P>PROBLEM TO BE SOLVED: To sufficiently increase the capacity of a starter developer while preventing large size. <P>SOLUTION: The developing device comprises a starter developer supply means 14 for delivering the starter developer G' into a developer storing chamber 2 during initial use, and has a developer storing chamber 15 for previously storing the starter developer G' capable of charge during the initial use.
