The device has an external elastic loop (12), and an elastic unit (14) mounted in the loop and stressed between the ends of the loop. Two tension adjusting mechanisms (15) are mounted between the loop and the unit (14). Each mechanism has a support unit (150) mounted on one of the two ends of the loop, an adjusting unit (152) rotatably mounted on the unit (150) and extended in the loop, and a threaded rod (151) screwed in a threaded bore (1520) of the unit (152). The unit (14) has two ends, each fixed on an end of the rod.
