<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus for obtaining always proper image density without being influenced by modification of a target value even when modifying the target value of a value concerning a developer of a toner image, a toner charge, etc. <P>SOLUTION: The image forming apparatus comprises an image carrier, a charging means for charging the image carrier, an exposure means for exposing the image carrier, a developing means for forming the toner image by developing the exposed image carrier, and a transfer means for transferring the toner image onto an intermediate transfer member by application of a transfer bias. The image forming apparatus further comprises a developer control means for regulating a development characteristic value of a developer to the target value; a transfer output control means for controlling transfer output on the basis of optical density of a toner patch image on the intermediate transfer member; and a control means for controlling the developer control means and the transfer output control means.
