PROBLEM TO BE SOLVED: To prevent unauthorized release of a function limiting a connectable communication network in a mobile communication system. SOLUTION: A user starts an operation of UIM lock release for a mobile terminal 10 and enters a UIM lock release code. A control section of the mobile terminal 10 executes arithmetic operations on the basis of the entered UIM lock release code and information required for UIM lock release, and when the mobile terminal 10 determines that the arithmetic result satisfies a specified condition, the mobile terminal 10 transmits a UIM clock release request message to the communication control apparatus 40 (T1). The communication control apparatus 40 determines the propriety of the UIM lock release on the basis of a terminal identification number (IMEI) of the mobile terminal included in a UIM lock release request message transmitted from the mobile terminal 10 (T2), and transmits a UIM lock release determination response message to the mobile terminal 10 on the basis of the determination result.
