PROBLEM TO BE SOLVED: To provide an oil-in-water type cosmetic material having no oily and sticky feeling, excellent in adhesiveness to the skin, hair, eyelashes and the like and uniformity of cosmetic membranes and improved in settlement at the time of application. SOLUTION: The oil-in-water type makeup cosmetic is prepared by blending a component (a) oil powder having 40-4000 nm average particle size with (b) a silicone oil.
