PROBLEM TO BE SOLVED: To achieve high speed in travel and processing of a mobile agent to realize high-speed processing, demanded by monitoring the control of a demand place system. SOLUTION: A plurality of stand-by agents for emergency processing, having threads made to be at standby in a reception side device 3, in advance. When an emergency processing mobile agent moves and is restored to a receiving part 3a for emergency processing, one of the stand-by agents for emergency processing is extracted to relate the processing content object of the emergency processing mobile agent, after restoration to the extracted agent for emergency processing; and then a command for restarting processing is given to the extracted agent for emergency processing, to dispose the processing content object, after performing the processing content object ends. However, the threads that the extracted agent for emergency processing has are not erased and are held to be returned to the initial stand-by condition, and the threads are reused, at a stage when a demand for next processing is generated.
