<P>PROBLEM TO BE SOLVED: To make a questionnaire object person actively reply a questionnaire without impairing the willingness to reply or the like. <P>SOLUTION: The questionnaire implementation server is connected to a portable terminal so as to be data communicable, and stores question information in association with position information showing a questionnaire implementation object area. Terminal position information showing the own position acquired by the portable terminal, which is transmitted from the portable terminal at a predetermined time, is received, the received terminal position information is stored in association with unique terminal identification information owned by the portable terminal, and question information to be transmitted to the portable terminal is determined. Portable position information matched to the position information associated with the determined question information is detected, and the determined question information is transmitted to the portable terminal corresponding to the terminal identification information associated with the detected terminal position information.
