PROBLEM TO BE SOLVED: To prevent a user from feeling anomalous to the sight when printing a business form definition on a business form so that it is not necessary to manage business form definition for every business form. SOLUTION: This character recognition device consists of a scanner 1 which acquires an image of a business form and a personal computer 2. The personal computer 2 includes a digital watermark decryption section 5 which decrypts digital watermarks embedded in the image of the business form acquired with a scanner 1 and takes out the business form definition for specifying format of a business form, and a character recognition section 7 which performs a character recognition process to the image based on the business form definition taken out by the digital watermark decryption section 5.
