PROBLEM TO BE SOLVED: To solve the problem such as overshooting and discharging black smoke, though an actual engine speed immediately reaches a target engine speed to the contrary when a load is applied, when performing sudden operation for increasing a speed of a throttle in no-load, since a following delay by the load is little and responsiveness is superior to a change in the actual engine speed by throttle operation, differently from a case where the load is applied in the no-load of not applying the load to an engine. SOLUTION: An ECM 21 determines whether or not the load is applied to the engine 20 (S10). The ECM 21 selects the load factor as a control factor of a target value filter 61 when determining that the load is applied to the engine 20 (S20).
