PROBLEM TO BE SOLVED: To provide an enclosing and sealing device capable of optimizing the reference value of a determination related to a folding difference of a document. SOLUTION: This enclosing and sealing device 100 obtains document discriminating information corresponding to the predetermined number of documents, which are conveyed by a conveying part 10f, with an information reading sensor 30, and while acquiring the reference value corresponding to the document discriminating information from an EEPROM 14. The enclosing and sealing device 100 detects folding condition of the predetermined number of documents, which are folded by a paper folding mechanism 20, with document detecting sensors 40l and 40r, and accurately determines folding condition of the document by determining the detected folding condition on the basis of the obtained reference value corresponding to the document.
