PROBLEM TO BE SOLVED: To provide a developing device, using a two-component developer, which is configured to control the height of the top level of the developer on a screw top surface before the developer is supplied to a developing roller, and an image forming apparatus mounted with the same. SOLUTION: The developing device which uses a screw-shaped or paddle-shaped member to convey and agitate the two-component developer 7 consisting of the magnetic carrier and toner and supplies the developer 7 onto the developing roller 2 by the screw or paddle 3 has a restriction member 8 which controls the height of the top level of the developer 7 above the screw or paddle 3 on the side of the developing roller 2.
