PROBLEM TO BE SOLVED: To enhance radio efficiency by executing optimum scheduling, in transmitting data to a terminal using time-division multiplexing. SOLUTION: A base station 30 which determines a terminal to which data are transmitted by each time slot based on a predetermined scheduling system is provided with a storing means 51 for storing a first scheduling system in which downward data are preferentially transmitted to a terminal whose receiving state of a base-station signal is excellent, and a second scheduling system in which downward data are transmitted to a terminal determined independently on the receiving state, a throughput detecting means 43 for detecting throughput that indicates the quantity of data communication to all the terminals in communication, a selecting means 52 for selecting the first or second scheduling system based on the detected throughput, and a terminal determining means 53 for determining the terminal to which the data have been transmitted by each time slot based on the selected scheduling system.
