PROBLEM TO BE SOLVED: To easily reutilize a document image for the scanned image scanning and to easily lay out components such as sentences, photographs and charts. SOLUTION: In the image editing apparatus, an image input unit inputs a document image, and a processor unit performs compression processing upon the inputted image and stores it in a storage unit as an image file. The image file stored in the storage unit is decompressed and layout information is extracted by performing layout analysis processing. Based on layout information obtained by the layout analysis processing and predetermined rules, rearrangement of layout is performed and image information is filed and stored in the storage unit while also including the rearranged information and the layout information before and after the rearrangement.
