PROBLEM TO BE SOLVED: To increase the possibility of important messages being displayed without being discarded. SOLUTION: A message processing part 1 directs a message sending part 4 to display a message in a transmission buffer 3 to a display device 8 via a network 7. The message processing part 1 analyzes a result sent from the message sending part 4. If no message has been sent, the message processing part determines if the message that could not be sent is an important one according to an importance-determining keyword 6 preset in a key setting part 5. If the message is important, the message processing part directs the message sending part 4 to send the message again, thereby solving the problem of any important message not being displayed.
