PROBLEM TO BE SOLVED: To provide a dial plate for a clock of a silver color superior in aesthetic appearance, especially, with a method that is friendly to the environment, and to provide the clock having the dial plate. SOLUTION: The dial plate 1A is provided with the substrate 2A, constituted at least around the surface with a material containing mainly Ag, the first film 3 provided on the surface of the substrate 2A, and the second film 4 provided on the surface of first film 3. The first film 3 is constituted of a material, the absolute refractive index of which is 1.40-1.60 at a light of 580 nm wavelength, the difference between the maximum value and the minimum value of the absolute diffractive indexes in the wave region of 570-590 nm is≤0.20.
