PROBLEM TO BE SOLVED: To provide a disaster prevention system for a tunnel enabling a driver or the like of a vehicle existing in the tunnel to take an appropriate measure when abnormality such as a fire or an accident occurs in the tunnel. SOLUTION: An in-tunnel radio apparatus is provided for radio-communication with a vehicle provided with an individual address. Abnormality information is received from an abnormality detecting means through a network, and the address and state information of each vehicle are received from the in-tunnel radio apparatus through the network. Individual notice information for vehicles to be notified to each vehicle is computed based on the received abnormality information and state information of each vehicle, and the computed individual notice information for the vehicles is transmitted while attaching the corresponding address to the corresponding vehicle through the network and the in-tunnel radio apparatus.
