PROBLEM TO BE SOLVED: To provide a noise absorbing panel for a high-speed railway vehicle which is excellent in impact resistance against high-speed traveling, thin and light weight, and can well absorb the noise. SOLUTION: The noise absorbing panel 10 for the high-speed railway vehicle is equipped with a first face plate 12 wherein a plurality of first through-holes 11 are formed, a second face plate 14 where a plurality of second through-holes 13 with larger opening than the first through holes 11 are formed, a honeycomb sandwich panel 16 with a honeycomb core 15 where the first face plate 12 is adhesively fixed to the one side surface and the second face plate 14 is to the other side surface respectively, and a plate-like absorption member 18 which is disposed on the side of the second face plate 14 of the honeycomb sandwich panel 16, and the surface is made of a foaming material covered with a waterproof sheet 17 having air permeability. The noise absorption panel 10 is mounted to a lower part 2 of the vehicle body of the high-speed railway vehicle 1, setting on the side of the first face plate 12 of the honeycomb sandwich panel 16 as the front side.
