摘要 <P>PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus capable of efficiently initiating a reaction from the entrance of a shift reaction catalyst layer and excellent in long-term reliability and to provide a fuel cell system excellent in efficiency and long-term reliability. <P>SOLUTION: The hydrogen production apparatus is one comprising a reforming section for obtaining a reformed gas by steam-reforming a feedstock and a shift reaction section for lowering the CO concentration of the reformed gas by a shift reaction, wherein the reforming section has a cylindrically contoured part, the shift reaction section has an annular part that holds a shift reaction catalyst layer, the cylindrically contoured part of the reforming section is situated on the side of the inner circumference of the annular part, a gas-flowing annular gas passage is provided in contact with the inner or outer circumference of the annular part through a partition, the reforming section, the annular gas passage, and the shift reaction section are connected to each other in the given order to permit the reformed gas to flow from the reforming section to the annular gas passage and to flow into the shift reaction section after flow reversion, and a gas distribution means that distributes the flow of reformed gas is provided at the entrance of the shift reaction layer.
