PROBLEM TO BE SOLVED: To provide a three-dimensional optical waveguide which allows optical paths freely to be laid out in two dimensions or three dimensions, and an optical communication system using the three-dimensional optical waveguide. SOLUTION: The three-dimensional optical waveguide has: cores arranged in≥2 columns and≥2 layers in a predetermined direction; a cladding where the plurality of cores are buried and have a refractive index different from that of the cores; and an optical path converting means which is provided on at least some of the cores and converts the optical paths formed of the cores to another direction different from the predetermined direction.
