PROBLEM TO BE SOLVED: To provide a locking device enabling the easy increase of operability while maintaining prime prevention property and an opening device having the locking device. SOLUTION: This locking device comprises a pair of locking units 40 and 90 in which cylinder locks 1 and 51, lock boxes 10 and 60, and indoor side units 20 and 70 are disposed in this order and lockable and unlockable from both indoor side and outdoor side and a switching mechanism installed in the pair of locking units and capable of switching between an interlocked state where one locking unit can lock the other locking unit through a locking operation from the outdoor side and a non-interlocked state where one locking unit cannot unlock the other locking unit through an unlocking operation from the outdoor side.
