<p><P>PROBLEM TO BE SOLVED: To provide a line head capable of retaining a high exposure speed, and an image forming apparatus. <P>SOLUTION: A wait time period for lighting off a light source is generated and a light modulation pattern of a liquid crystal shutter 7 can be changed during the wait time period by having a margin of the time so that it is not necessary to lower a rotational speed of a photosensitive drum, and then it is possible to retain the high exposure speed. Even in the case where a liquid crystal shutter 7 having a low response of speed is used, when the light modulation pattern is changed in the wait time period of the liquid crystal shutter, it is possible to retain the high exposure speed.
