PROBLEM TO BE SOLVED: To execute a charging/rewarding process in an ad hoc network. SOLUTION: A user node 1 of an ad hoc network 2 is capable of accessing a fixed network 5 via an access router 4, and the nodes 1, 4 that transmit or receive data, are charged with costs. The access router 4 receives a reward regarding transfer of a data packet between the user node 1 and the fixed network 5, and analyzing and accounting processes of the costs and the reward are executed at the side of an Internet service provider 6 so as to be secured against tampering.
