PROBLEM TO BE SOLVED: To efficiently perform encryption processing of a compressing method, suitable to respective attributes of separated image data by separating an image for each attribute. SOLUTION: An image separating device (101) separates the image data for each attribute. The attribute referred to here is, for example, character data and picture data. After separating the image data into the character data and the picture data, a compressor 1 (102) compresses the character data and a compressor 2 (103) compresses the picture data, respectively.
