PROBLEM TO BE SOLVED: To provide technology for confirming whether desired power saving is achieved or not. SOLUTION: Present integral power consumption 41 as an actual measurement value of the integral power consumption and indoor temperature 42 are input into an abnormality detecting portion 51. Whether the power consumption is reduced as desired or not is judged on the basis of the information stored in database 52 to be used in determining abnormality, and its result is transmitted to an alarm/abnormality detection image plane 53. Whether the proper operation is performed or not is confirmed as needed when a control method for reducing power consumption with respect to an air conditioner not shown in Figure is applied by monitoring the alarm/abnormality detecting image plane 53.
