PROBLEM TO BE SOLVED: To provide a method capable of stably, industrially and profitably manufacturing pure crystal phaseβ-MnOOH, which does not contain crystal phases such asγ-MnOOH and trimanganese tetroxide, by a liquid phase process. SOLUTION: After hydrolyzing metal manganese,β-MnOOH is manufactured by oxidizing the hydrolyzed product by an oxidizing agent at an ordinary temperature. The product having especially high crystallinity is obtained by adding an alkali and then oxidizing by an oxidizing agent, after hydrolyzing metal manganese. As an oxidizing agent, use of at least one kind selected from the group consisting of hypochlorous acid, chloric acid, perchloric acid and their salts, peroxodisulfate, and permanganate is preferable.
