PROBLEM TO BE SOLVED: To multiplex TS packets encoded by different encoding systems. SOLUTION: When a multiplexing device multiplexes each TS packet of BS audio TS173 into which BS audio ES171 encoded and produced by a 1st encoder is further TS-packeted, and each TS packet of HQ audio TS183 into which HQ audio ES 181 encoded and produced by a 2nd encoder is further TS-packeted, a control part assumes a 1st virtual decoder which can decode only the BS audio ES and a 2nd virtual decoder which can decode the HQ audio ES, and determines the TS packets to be multiplexed based on the elementary buffers of the respective virtual decoder and the data transfer rates of the elementary buffers.
