PROBLEM TO BE SOLVED: To provide an inexpensive battery module in which a safety valve is installed in each unit cell and capable of surely preventing gas leak, and to provide a battery pack and the manufacturing method of the battery module. SOLUTION: The battery module 100 is equipped with a unit cell group 100 comprising a plurality of unit cells 111, and a gas duct member 130 covering each safety valve 115 of the unit cell group 100 and constituting a gas exhaust passage 131, positive electrode and negative electrode side cover members 140, 150, and a cylindrical seal member 160 airtightly surrounding them. A first opening end part 160p of the seal member 160 surrounds the positive electrode side cover member 140 and is airtightly fixed to it, and a second opening end part 160q surrounds the negative electrode side cover member 150 and is airtightly fixed to it.
