An apparatus and a method for traffic load distribution in a third generation GPRS network are provided to enable a sub GTP-U processor within the first IP processor to process temporarily-increased traffic, thereby stably processing the suddenly-amplified traffic. When there is GTP-U traffic on a received IP(Internet Protocol)packet, a main or sub GTP-U processor(54,58) within the first IP processor(56) converts a GTP-U packet according to session information and routing information provided from a session manager(52). The second IP processor(62) reprocesses the GTP-U packet received from the main or sub GTP-U processor(54,58) into an IP packet, and transceives the IP packet with an RNC(Radio Network Controller) through an Iu interface. The session manage(52) comprises the first IP processor(56) which reprocesses the GTP-U packet received from the main or sub GTP-U processor(54,58) into the IP packet and transceives the IP packet with a GGSN(Gateway GPRS(General Packet Radio Service) Support Node) through a Gn interface. If the GTP-U traffic which the main GTP-U processor(54) can process is more than a set critical value, the session manager(52) operates the sub GTP-U processor(58) of the first IP processor(56) and enables the sub GTP-U processor(58) of the first IP processor(56) to control and process the following traffic. If not so, the session manager(52) stops operation of the sub GTP-U processor(58) and provides the session information and the routing information.
