PROBLEM TO BE SOLVED: To keep an outdoor cover fixed to a blast dispersing port excellently under a severe natural environment and enhance workability when the outdoor cover is fixed to the blast dispersing port. SOLUTION: Ring members 310 have a curvature along a flange 307 circumferentially formed around the blast dispersing port 302, and are each formed by connecting an upper piece 311 and a lower piece 312 to be opposed to the upper and lower faces of the flange 307 respectively with a connection piece 313. A plurality of the ring members 310 are assembled to cover the whole periphery of the flange 307. Screws 316 can be attached to a plurality of sites on the lower piece 312. The screws 316 are fastened in a state that the flange 307 having the end part of the outdoor cover 303 folded therein is disposed between a packing 319 placed along the upper piece 311 and a back plate 320 placed along the lower piece 312, and thus the flange 307 together with the end part of the outdoor cover 303 can be firmly held and fixed by the back plate 320 and the packing 319.
