<p><P>PROBLEM TO BE SOLVED: To provide a transport plan preparing system capable of preparing the optimum transport schedule even in case the moving time between stations varies from time zone to time zone. <P>SOLUTION: The transport plan preparing system is configured so that the moving time between stations is calculated using the mean running speed for each time zone at the time of scheduling in which objects (stations) to be picked up and delivered are allocated to vehicles. For example, distance tables classified by time zones are previously prepared in which the time zone information including the starting and ending times of the time zone and the mean running speed of the vehicle in the time zone and the moving times between two stations for each time zone based on the time zone information are registered, and when the moving time between two stations is to be determined, the moving time based on the traffic circumstance for each time zone is calculated by making reference to the distance tables classified by time zones. In this manner, the transport schedule is prepared by deciding the at-station arriving time of the vehicle from the moving time determined with the time zone taken into consideration.
