<p><P>PROBLEM TO BE SOLVED: To provide a method and device for monitoring traffic and program by which it is facilitated whether or not an in-node facility should be extended, and the extension is completed before congestion is caused in the node. <P>SOLUTION: A copy system deciding part 150 of a traffic monitoring device 100 confirms node ID, and decides a copy system. An information collecting part 151 specifies the formula of a band use ratioβby a decided copy system, and collects information necessary for the calculation from the node. A band use rateβcalculating part 152 inputs collected information, and calculates a band use rateβby using the formula of the band use rate. An extension deciding means 153 compares the calculated band use rateβwith a preliminarily set threshold, and decides whether or not it is necessary to extend the facility.
