PROBLEM TO BE SOLVED: To prevent the occurrence of density unevenness due to charging irregularities by charging a body to be charged in a sure manner without generating ozone. SOLUTION: A charging roller 8 is disposed close to the surface of a photoreceptive drum 1 so as to form a specified gap within a charging area in a charging device 2. A DC bias whose voltage is controlled to be constant and an AC bias whose voltage is controlled to be constant are supplied to the core bar 11 of the charging roller 8 from a power source unit 12, so that the surface of the photoreceptive drum 1 is uniformly charged. The voltage of an AC component applied to the charging roller 8 has a peak-to-peak voltage value twice or more than a charging start voltage value at a maximum gap between the charging roller 8 and the photoreceptive drum 1.
