<p><P>PROBLEM TO BE SOLVED: To provide an integrated system for planning a town specialized in social welfare facilities for making people desire to live in the town. <P>SOLUTION: (1) A state-owned flood plain site along a river and a state-owned forest are rented at a low price including gratuitous conditions for 100 years for an entrepreneur applying 50 % or more of a profit to social facilities for weak persons such as facilities for the people of an advanced age and handicapped persons managed by social welfare corporations. (2) A state-owned flood plain site along a river is released for small and medium-sized enterprises to increase a profit effect of the social security source of revenue and provide the same conditions as those of local self-governing bodies and special corporations even in a subsidy system in order to establish a system of tax payment enabling the restoration of regional/Japanese economy. (3) The direct utilization of financial investment funds is made possible by utilizing private banks. (4) Images of the whole facilities are unified by taking up Japan as a theme for aging of the baby-boom generation occupying an age bracket having the largest number of people in a population configuration and depending on generation to establish a Japanese life style in the 21st Century being a life stage where all the peoples participate in anything and enjoy lives by the support of the metropolis of Tokyo using no grant.
