<P>PROBLEM TO BE SOLVED: To provide a symbol synchronization method and device in a mobile communication system by which symbol synchronization can be established in a short period of time, even when frequency deviations and power level fluctuations are included in the received signal regarding the symbol synchronization method and device in the mobile communication system. <P>SOLUTION: When the symbol synchronization is established in the mobile communication system, the mobile communication system is constituted so that a means for detecting a sample position where the fluctuations of complex power are minimum as symbol timing regarding received baseband signals I, Q subjected to n-fold oversampling in quadrature phase modulation. By such a constitution, it is unlikely to be affected by a received power offset since the fluctuations in complex power level is evaluated in a short section.
