PROBLEM TO BE SOLVED: To materialize stable start by minimizing energy supplied by a second energy supply means other than combustion energy without accurately calculating combustion energy in starting an internal combustion engine by using combustion energy produced by fuel injection/ignition to a cylinder in a combustion stroke, and preventing poor start due to poor combustion. SOLUTION: At a time of start of the internal combustion engine, energy from both of a first energy supply means by cylinder fuel injection, ignition and the like, the second energy supply means by a starter motor and the like is supplied to the internal combustion engine to start the internal combustion engine. After start of operation of the internal combustion engine, an operation state of the internal combustion engine is judged based on rotation speed or the like, and energy supply to the internal combustion engine from the second and the third energy supply means is stopped based on the judgment result.
