<P>PROBLEM TO BE SOLVED: To provide a video display controller capable of driving a plurality of kinds of video display sections by one kind of decoder and a video display device using the video display controller. <P>SOLUTION: The video display controller (control section) 7 has the decoder 2 which separates an inputted composite video signal including a video signal and synchronizing signals into a horizontal synchronizing signal, a vertical synchronizing signal, and color signals and generates a dot clock signal from the horizontal synchronizing signal and vertical synchronizing signal and a timing signal conversion section 5 having storage areas 6A, 6B, and 6C in which a signal converting program converting the dot clock signal can be written.
