PROBLEM TO BE SOLVED: To provide a nonflammable heat insulating covering body which has refractory nonflammability and excellent insulation properties, and can easily cover the outer surface of a pipe or a tank, and to provide a method for applying the same. SOLUTION: A siloxane/silanol salt high molecular weight solution or gel are kneaded with chopped strands composed of a natural fiber, heat resistant synthetic fiber or glass fiber by 20 to 60 wt% so as to be a foaming stock. The foaming stock is foamed and formed into a nonflammable heat insulating layer having the foaming magnification of 2 to 20 times by heating at≥100°C, and, in a split mold with required cross-sectional shape and length in the whole shape thereof, a fitting recessed groove is formed in the longitudinal direction at the symmetrical central position of the split mold so as to be the nonflammable heat insulating covering body.
