PROBLEM TO BE SOLVED: To provide a cationic polymer which exhibits an excellent conditioning effect even when used for damaged hair by incorporating it into a hair treatment composition and can obtain an improvement of lathering and foam quality and a good feeling of use when incorporated into a skin cosmetic composition such as a body washing agent. SOLUTION: A cation modified purified tara gum is obtained by introducing a specific amount of a quaternary nitrogen-containing group into part of the hydroxy groups of the tara gum which has galactomannan constituted of a mannose unit constituting the main chain and a galactose unit constituting the side chain at a composition ratio of mannose to galactose of 3 to 1, a galactomannan content of≥90 mass%, and a turbidity of one mass% aqueous solution of≤15% and adjusting the amount of cation charges in a specific range, and has a turbidity of one mass% aqueous solution of the cation modified purified tara gum after introduction of the specific amount of the quaternary nitrogen-containing group of≤15%.
