PROBLEM TO BE SOLVED: To improve heat insulating performance in a folded plate roof by an external heat insulating method and to improve a heat insulating property of the folded plate roof regardless of new or existing construction at a low cost by a simple and quick construction method. SOLUTION: The external heat insulating structure of the folded plate roof with crests and troughs arranged continuously is composed of a first heat insulating means for the trough, and a second heat insulating means for the crest. The first heat insulating means for the trough is composed of a water holding supply/drain means formed at the bottom of the trough, and a planting layer constructed on the water holding supply/drain means. The water holding supply/drain means comprises a drain plate integrally formed with a plurality of water holding parts and drains to hold and drain rainwater infiltrating from above, water of irrigation by the other means or the like to supply held moisture to roots of plants and to hold stacked soil. The planting layer comprises a soil dressing layer and plants planted on the soil dressing layer.
