PROBLEM TO BE SOLVED: To degrade all transistors without increasing a processing time and extending wiring, concerning a semiconductor integrated circuit for supplying and controlling clock signals and a method of designing the semiconductor integrated circuit. SOLUTION: The semiconductor integrated circuit is provided with a clock circuit including clock control circuits 204 and 205 for controlling the transmission of clock signals 100. The clock control circuits 204 and 205 are provided with burn-in control signal input terminals to input burn-in control signals 202. The burn-in control signal 202 is inputted to the burn-in control signal input terminal, thereby controlling the transmission of the clock signals 100 at clock control signal output terminals of the clock control circuits 204 and 205.
