PROBLEM TO BE SOLVED: To perform binarization while suppressing jaggy of a contour line in a gray region of multi-level image data. SOLUTION: The present invention relates to an image processing apparatus which generates binary image data using a threshold matrix for inputted multi-level image data, and the image processing apparatus comprises: a boundary line extraction unit 1 which divides the multi-level image data into a high-density region and a low-density region in accordance with densities and extracts a boundary line of the regions; and an inverse binarization unit 3 which performs binarization by inverting higher and lower thresholds of a corresponding threshold matrix at the high-density region side and the low-density region side divided by the boundary line if the boundary line extracted by the boundary line extraction unit 1 is included in a region corresponding to the threshold matrix in the multi-level image data.
