PROBLEM TO BE SOLVED: To provide a antistaining building having high hardness and excellent in a peeling off-proofing property, abrasion resistance, chemical resistance and heat resistance in addition to a self-cleaning function and a hydrophilic function of a photocatalyst. SOLUTION: In the antistaining building, a layer having a large number of projections comprising titanium oxide or oxidized titanium alloy on at least part of a surface standing with a large number of fine columns comprising titanium oxide or an oxidized titanium alloy on at least part of the surface is exposed or a large number of continuous narrow projections comprising titanium oxide or an oxidized titanium alloy on a thin film and a large number of fine columns standing on the projections are exposed. The projections, for example the fine columns and the narrow projection are carbon-doped.
