PROBLEM TO BE SOLVED: To provide a device and a method to make a honeycomb structure suitable to be available and expandable as a window cover. SOLUTION: A long material is fed to a folding machine to form a preform, and then the perform is fed to a cutter to be cut into step components. At a downstream stage, at least a stream of adhesives is applied to the step components to adhere them on top of another to form a honeycomb structure (a cellular structure 192).
